Funnels actors queries don't seem to be loading actors correctly with breakdowns #23305

Specifically this funnel based off of this experiment won't load actors even though it shows that people have reached the later stage.

Repro Steps: Open a funnel locally with generated data.

Actually this might be a different issue where numbers are skewed for breakdowns. Keeping it open for now.
