Bug description

When a user with the UTC timezone uses a calendar to create an annotation, it doesn't work correctly:

Selecting a date results in a value shifted to one month to the future
The default calendar page is in the past and should be on the current date

How to reproduce

Select UTC 0:00 timezone
Navigate to http://localhost:8000/project/1/data-management/annotations
Click "Create annotation"
Click on the date picker
