An outage should not stop our ability to load array.js. Put this behind a CDN or on S3 for safety.

Steps:

[x] Copy frontend/dist/array.js to s3 location behind cloudfront via github action
[ ] Setup permanent redirect for array.js to cloudfront location on cloud only
