Adds the ability to create and delete question topics
Once topics are created, they all appear under the "Appears on" section, where a user can select and associate any of the relevant topics to the question

Does this just mean migrations need to be run on the prod db (if that's what I'm using locally)?

Yep! Might be easiest to test by just creating a new project in Supabase and running migrations. They should all be there after that.
