Fixing the "Sphinx version error" in RTD:

Sphinx version error:
The sphinxcontrib.applehelp extension used by this project needs at least Sphinx v5.0; it therefore cannot be built with this version.

In summary I bumped docutils, sphinx and sphinx-tabs. Docutils gave formating errors in #455, IIRC it broke lists which are looking OK now, so it seems that it was fixed. Unless it was another formatting problem, then this should be ready to merge.
