docs: replace broken links for older GUC settings #3792

Use wayback machine links for the PostgREST v8.0 docs. The old info is needed for users that want to migrate to newer versions.

I wonder whether linking to older versions of the docs was a good idea to begin with. Should we maybe just put the part about the "old style GUC handling" in the respective branch as well?

I'm -0.1 on linking via wayback machine, but +1 for fixing the broken link. So before we do nothing, sure, let's go ahead with this.
