Add post tagging and recommendation ratings #2

Users should be able to apply tags to their post to better be placed on the recommendation feed. and they should get a recommendation vote if their recommendation votes are enabled. - their votes shape how their feed is organized.

Tags have been implemented but users should be prompted to give feed back on their search queries, to organize their search better.
