[frontend] create sizing

What

to this task is necessary to create the components sizing :

1. create a new card on home with name sizing.
2. when clicking on this card, will be shown a new routes /sizing/derivation_line and /sizing/lateral_line.
3. In this route /sizing/derivation_line there will be 1 option: by diameter or by load loss.
4. In this route /sizing/lateral_line there will be 1 option: by diameter or by head loss.

Definitions of Done:

1. you must create a new module sizing.
2. you must create a new submodule derivation line and lateral line.
3. the submodule must calculate the sizing.
