Update abandoned packages #20

Packages "web-token/jwt-key-mgmt", "web-token/jwt-signature" and "web-token/jwt-signature-algorithm-ecdsa" are abandoned and merged in one new package "web-token/jwt-library". And updated the Github Actions packages.
