Add create user account feature.

The following changes will be handled under #9 SCR (System Change Request):

Hashing the password to securely store the user's credentials in the database.
Checking the database to ensure there aren't any duplicate usernames.

The implementation of user account creation has been completed successfully. All required functionality has been verified and tested.

This issue is now considered resolved and can be closed.
