Transfer between accounts blocked due to insufficient balance although I clicked on "Bal" to get available quantity

Selected "transfer" for USD coin. Clicked on "Bal" to assign quantity for transfer but transfer failed due to balance issue

_Questions

• is there a fee for transfers or some aother amount removed from available balance?
• why does a transfer record get created when the transfer failed?
• can the error message show the amount requested vs amount actually available for transfer_

Transfer using amount assigned by clicking on "Bal" fails due to balance being too low

Removing decimal places allows the transfer to be completed OK
