bug: CONSUMER zone can not recieve IXFR #13825

IXFR-in zone: 'catalog', primary: '240c:1::10', got 0 deltas, zone committed with serial 0
IXFR-in zone 'catalog', primary '240c:1::10', can't determine backend, not configured as slave

this my syslog, catalog type is CONSUMER AXFR work ok, but IXFR not
