rec_control get-parameter ALL #2580

There are a few times in a sysadmin life, that someone have made a few changes on a conf file but forgot to restart/reload the service at that moment.

So it would be nice to rec_control get-parameter ALL of the running pdns_recursor --daemon to cross-check against the configuration file.

Note that you can do this via the REST API today, if I'm not mistaken.
