Program to dump to contents of the stats DBs #288

Is your feature request related to a problem? Please describe. There is no current way to dump the contents of the statsDB to disk for analysis, e.g. analysing which IPs wforce is tracking. The getDBStats command only returns information for individual IPs or logins.

Describe the solution you'd like An API endpoint to dump the contents of the statsDB, similar to what the syncDBs command triggers.

Describe alternatives you've considered None.
