slabs half:top sometimes becomes half:bottom #71

Describe the bug Sometimes the slabs get converted placed on the bottom part of the block instead of the top. I suspect that might be related to the item frame placed on them.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
