PR Summary
Fixed working paths for jobs
Moved tar.gz and zip creation to build.ps1
Refactored package creation in build.ps1
Proper upload and download in release pipeline
Redid packaging and signing to accommodate subdirs
Only specific files get included in each package: Windows, Linux, macOS so test artifacts are no longer included
