This change updates the schemas, reference documentation, and changelog for the latest unreleased changes to DSC, including:

Addition of caching for the PowerShell adapters
New functionality for importer resources
New Microsoft.DSC/Import and DSC.PackageManagement/Apt resources
New --what-if option for dsc config set.
