Suggest moving TEMPLATE_README.md to the Wiki #22

Change log for this template repo is in the TEMPLATE_README.md, which is hard to know about, since pull request template are also a templat, it was menat that the entire repo could just be copied. I think the CHANGLOG.md should be part of the template, and should not have real template change log entires.

I suggest moving the TEMPLATE_README.md to the Wiki. It's still wouldn't be clear were to updatr the change log, but at least anyone could do it without sending in a PR.
