New-DscResourcePowerShellHelp: Fix issue #338 and issue #339 #340

Changes to New-DscResourcePowerShellHelp
- Correctly outputs .DESCRIPTION block without whitespace on empty rows.
- Outputs the files as UTF-8 (ASCII).

This Pull Request (PR) fixes the following issues
