Remove PSRemotingTools and update SecretsManagement #11

This PR removes the PSRemotingTools directory (replaced by Microsoft.PowerShell.RemoteTools directory), and updates the Microsoft.PowerShell.SecretsManagement module with build/sign/compliance/test CI.
