External contribution workflow #41

\o I've got some free time coming up in the winter to spend more attention on helping with this from a vendor-integrating-with-dsc perspective (for example, filing bugs and patches and feature requests) but I think I'm lacking a bit of context for the local testing/development workflow.

Once I can work from latest locally, I can file more useful bugs and feature requests.

Dropping a ping here, not because I still have a bunch of free time available but because we are closing in on our implementation milestones for the Puppetized DSC work, which means we'll be adding the PowerShell 7x support to our backlog in the spring and I'd love to be able to hop in with both feet when that time comes.

My team has our Mondays dedicated to community work and I think there's a strong argument to be made that contributing to the upstream DSC engine is part of that, too.
