Updating CI and Release pipelines with latest Compliance #43

Updated both CI and Release pipelines with latest compliance steps; Release pipeline is brought from mscodehub (it was used to release 2.0.5 on PS Gallery). CI pipeline is missing actual test invocation; this will be added when tests are stabilized.
