Update the OneBranch pipeline to keep it compliant and remove SBOM files from module #4201

PR Summary

  1. Update to the latest 7.2.23 version of PowerShell SDK packages
  2. Remove SBOM files from the module folder
  3. Update the minimum .NET SDK version used for the build
  4. Stop releasing module to the Azure feed.
