Add version to PSScriptAnalyzer assemblies #1537

For Authenticode signing, having reliable version metadata can help with policy rules. We should add this data from something like a common props file for PSSA releases to allow use with locked-down environments

Yes, and we should look into being able to inject the version at build time, in order to be able to produce previews for v2
