The intent of this RFC is to change the existing folder structure of the repo based around the new WG process.
Primarily, an Archive folder was created with subfolders Draft, Withdrawn, and Rejected. This is an archive because in the new process, RFCs that are drafts, withdrawn, or rejected are simply open or closed PRs (respectively). I've also added an Experimental folder in Archive in order to track RFCs that are already or are okay to be implemented as experimental features (but are not necessarily approved for non-experimental usage).
YAML front matter was also updated to reflect the new state of each RFC.
Finally, a few long-standing RFCs that are no longer relevant or that the Committee is not entertaining were moved from Draft state into the Rejected state.
The eventual goal is to drive the archived Draft and Experimental folders down to zero so that we can use the new PR-based process completely going forward.
