Update the resource cleanup RFC #292

Update the clean block RFC based on the design changes in implementation.

The main change is to add the Error Handling section to describe the error handling behavior of the new clean block. Also, the original RFC was refactored to make the content more relevant to the current design and more organized.

The latest implementation can be found at https://github.com/PowerShell/PowerShell/pull/15177

This PR is closed in favor of #294, because folder structure of this repo was changed.
