Update yaml for broken release pipeline #25

PR Summary

Added a reference to the local variable 'localRepo' instead of the global variable. The latter was having issues being passed as a parameter to Register-PSRepository
Added previously removed task to publish .psm1 and .psd1 to artifacts. This task is still needed for the compliance stage.
Removed redundant 'stages:'
