make CommandHelp public #621

Add copyright statements. Change CommandHelp from internal to public. Add additional tests for converting markdown to yaml (and test tools). Add shouldprocess support to export-yamlhelp. Add Import-MamlHelp command. checkpoint fixes needed for markdown/yaml roundtrips
