internationalization is not working #341

Found in Release:

Detailed description: We are trying to change the internationalization
(i18n) for the "no data" and number formating but it is not working. In
brazil, 1,500 means: 1.500 (or 1.50) and we need to change this format.

Workaround if you have one: N/A

I'm not sure which project you are referring to.  Can you provide a small code 
snippet?

We are using API-Visualization. Actually, there is no code snippet, the issue 
had
occured for all created charts.
