Guide for getting pipeline support in our plugins

Represent the milestone of the same name - more details description in this issue and room for discussion.

The goal is to establish a guideline, primarily for our own plugins, on how to get support for the Jenkins pipeline job types.

The goals are:

public blog post on guidance and best-practices
support for pipeline in some of our plugins, if they are easy
groomed issues with implementation detail and proposals on how to get support on those of our plugins that needs a bit more coding (issues to be created in their project as briefings that can be groomed by the project itself)

Notes to self regarding grooming:

Timelogging - FB project milestone matches
grooming issues and working them in github, all needs to end with some kind of commit
strategy for the blogpost - create issue to track ideas, and overall plan
follow-our flow
