Guidelines must be checked automatically #6

With many customers, I have been adding an issue to the backlog, about maintaining standards especially to repositories. I have never been worked on (yet), but I'm much in favor of automating the guidelines, so every checklist items is automatically checked for every one of our repositories regularly.

This gives either error or warnings. Warnings are okay. Errors are to be handled within a deadline, else the repository will be scheduled for removal. Removal means archiving, for a period and then final deletion.

We do automate things - right?

Imagine we had a command that could create a repository, with our standard "format", and there would also be created the first 5-10 issues about how the repository should have website, logo etc. These issues explaining how and why, and why not.

Also that the repo would be set up with labels, workflows, waffle etc.
