Add hpi file for Jenkins plugin to Github releases #59

We will do a temporary release of the plugin as snapshot to Github Releases until the plugin goes tot he community.

Just like our other Tracey tools that can be downloaded on Github releases, see for example https://github.com/Praqma/tracey-protocol-eiffel-cli-generator/issues/13
