This is a great plugin, but is there a way to get it working with the 64bit
version?

Have you tried running: 
%SystemRoot%\Microsoft.NET\Framework64\v2.0.50727\RegAsm.exe 
<full path>\svnplugin.dll /CODEBASE

Worked for me.  *NOTE* Notice "Framework64"
