Give context for diaspora peoples or filter them out

[x] Add a column to people group table to mark them as diaspora or not
[x] use the diaspora column to display whether a people group is diaspora on the praying screen

Basically including notations so that when an Indian UUPG shows up in a state for the United Kingdom... it is a diaspora UUPG group in the state and isn't an error. How to flag diaspora UUPGs throughout the database so that the proper notation triggers when they pop up in an unexpected but correct context.
