I've added the cloudflared tunnel configuration to the github runner so we can automatically deploy from github actions.

Description

Reorganized the ansible playbooks to allow us to recreate the database when we deploy
added configuration settings to the deploy workflow for cloudflared
removed the pgpass reference from settings to use the user's default.
Reason

So we can automatically deploy to staging

How this has been tested

Manually with Act. It isn't perfect, though, so we will only know if it worked when we merge this PR.
