Add WYSIWYG #40

There are a few pages that may need to be updated from time to time. This can be done from the site with a wysiwyg editor if we set it up. The ToS and privacy agreement are prime suspects.

@Soyokaze-42 are there any good Django plugins that accomplish this? I'd also be happy to do it on the React side.

Just adding that I have loved working with Slate.js.
