Check frequency of wave specials #150

Checked vods of original youtd. The average frequency of wave specials from vods roughly matches the frequency in youtd2.

Also, changed some wave specials so that they apply only to certain types of waves. This rule exists in original game as well. This should prevent some powerful specials getting applied to non-boss waves. 1cbbd5ebcdefed8f07a0e3623637cd57f54b2a7a
