I think this would be mostly for HTML, right? (And maybe ePub) You wouldn't need it for print PDF (thumbing through the answers at the back of pretty standard for a physical book). I'm not sure about electronic PDF. It might be nice to have hrefs then.
At drop-in hours, it was discussed that a "solutions" element in HTML output can be hard to navigate. When it is one "solutions" for the entire book, it is annoying to scroll or search to just the right place when you are looking for the answer to some exercise from, say, section 6.3. See here for example.
An idea was proposed where there would be a TOC for the solutions page to jump to chapters/sections. In the linked example, one simple idea was to include "Chapter" links in the regular navigation panel on the left. So Appendix A would have subentries Chapter 1, Chapter 2, etc. That would help some, but raises a few issues.
Another idea was that the solutions page could have a "sticky" TOC at the top of the page. Click something there and you jump to answers from a particular subsection. It would have a lot of entries, so may need a good design to not take up too much space.
