Please add TTS to the current OSCE bot. This must be a live streamable output. Talked about using neet.ai API (Vits model) due to low latency, low cost and relatively cheap cost.
However, if better alternatives are found please feel free to use them (thinking in the future, GPT-4o will come with emotive TTS at some point so may have to migrate to using OpenAI whisper anyway).
