README needs an update #23

I believe @achubaty had generated a README based on the module .Rmd, but the later has since evolved, so the README needs to be updated

After discussion with @achubaty we have decided that :

  1. README.md should point to "official" module manual version (master branch) using GitHub pages -- GitHub pages are updated (i.e. manual rendering) as part of GitHub Actions.
  2. README.md should point to the development module manual version (development branch) using a URL to the raw HTML file (using GitHub preview)
  3. README.md can later be made prettier with an image, a link to the repo, a small introduction, links to PE website.
