overlay CC stack with kNN-Pickell-CASFRI raster stack #100

Ensure all pixels have vegetation cover (except, e.g., lakes) -- i.e., fill in NAs for the sake of fires and seed dispersal, but not for reporting.

[x] move overlayStacks() out of LandWebProprietaryData and into pemisc
[x] use a separate spades call to run only LandWebProprietaryData so that the inital 3-way overlay stack is created (kNN-Pickell-CASFRI)
[x] use CCstack as HQStack in overlayStacks with 3-way stack as LQstack to generate the new 4-way overlaid stack
