Cannot launch the application at Chrome #22

I cannot launch the application at Chrome. I have documented the install steps in my attached document. Am I missing something ? Please advise. Thanks. Issue-Launch predix-webapp-starter.docx

I think I missed the localConfig.json. Let me verify again.
