Remove unused tailwind utilities and tailwind-merge package #1377

Closes https://github.com/PrefectHQ/prefect-design/pull/1376

Above PR brought to my attention that this package was still installed even though it is unused. Removed an unused tailwind utility file from the codebase as well.
