Added Docker container for RS-FISH #17

This PR adds the following things:

Dockerfile for Docker container creation
Section in the README on how to pull and use the Docker container
CI for automatically building and pushing Docker container to Dockerhub on published releases

Currently, the README still refers to my Dockerhub, so needs to be updated once there is a dockerhub from Preibischlab available. The Continuous integration file also needs to be updated with the proper Dockerhub username and you will have to add secrets to be able to push to that Dockerhub from within Github directly (currently secrets.RS_FISH_USERNAME and secrets.RS_FISH_TOKEN).
