v1.0.4 build release requires Go 1.17 #39

I am aware that tagged version v1.0.4 does not currently have any binaries automatically built for release. I am looking into the issue. It does appear we have the container images available so I will not be rolling back changes and will try and resolve the issue specific to the release of the build.
