Add search bar for entire application in upper right corner #293

can we have some predictive text for the search bar? so that if people start typing in albumen we can give them some options?

Due to architectural constraints, the search field will only be able to search across format ID guide + advanced help + user manual. If we put it in the upper right of all pages, I worry that users will assume that it searches their entities (resources + locations etc.), and will not understand its limitations.

I propose we make this field available only on help pages, similar to the existing FIDG search field.

Long-term, it would be nice to have a search field in the upper right of all pages that searches across everything using Solr. This will take a considerable amount of time, though.

That works for me, not the ideal, but I think will search will at least be helpful – Jamie can we add this bit of into to the help landing page?
