Backport changes from 12.18 binary

Sadly 12.18/12.17/12.16 were only released as Windows PGO binaries, so doing a simple BinDiff and understanding the results might be hard. Probably be easier to just learn the codebase and make the changes ourselves.

Changes in 12.18: (no official changelog?)

[ ] "The most important change is the support for ECC cipher suites used in secure connections."
[ ] "Another addition is GCM. Opera 12 now supports the same set of ciphers as other modern browsers."
[ ] "Similarly most clients using TLS have deprecated RC4 from the list of secure ciphers. We have done the same in this update. There is a setting to turn it back on, in case you need it."
[ ] "Since more servers are supporting TLS 1.2, we have enabled that by default."

Changes in 12.17:

[ ] Updates to OpenSSL versions (12.15 is on 1.0.0g with some custom patches, could probably be upgraded to 1.0.2j with some work)

Changes in 12.16:

Just code signing certificate stuff, no biggie

That's not entirely true, the 12.16 is available on OSX, Linux and FreeBSD too. Here (http://web.archive.org/web/20170917091954/http://www.opera.com/docs/changelogs/windows/1216/) they says that they replaced the certificate; can that be extracted from the 12.16? (If i understood it correctly, then it's just a signature...)
