Whitelist error channel and OwO CMD #1

Made it so you'll have to whitelist a specific channel to send errors, to prevent clogging up other channels with errors replies, as suggested by Ceris.

Also yes, added an OWO-ifier, which is only accessible to people with the Developer role, just to make dev-offtopic much spicier!

Honestly I think the fact that other channels seem flooded with error messages is exactly why it shouldn't be restricted to one channel like that. Clearly people are sending error codes in other channels looking for support

Hm, that is true, however, it already has picked up false positives, like a 3ds friend code. Also, since they are looking for support, they can either ask within the select error support channel, or perhaps someone could ping them in that channel they asked and was blocked could help. It doesn’t block good samaritans, it only blocks the rather big embed sent. That’s just my argument for it though.
