bitrate dropping in windows 7 when configured for two encoders #44

What steps will reproduce the problem?
1.windows 7 home premium and windows 7 ultimate
2.in compatibility mode running as administrator as to save the configurations
3.when two or more encoders are installed

What is the expected output? What do you see instead?
I have one 64k stream on icecast ( works fine ) If I add another for example 
64k shoutcast, the two encoders immediately drop to about 20 to 25k problem is 
not bandwidth and I can repeat this problem on two different computer, clones 
using the same hardware just different OS's both windows 7 , one home premium 
and one ultimate

What version of the product are you using? On what operating system?
edcast_standalone_3.37.2011.1214.exe

Please provide any additional information below.
has anyone else seen this problem and how to fix it, i just upgraded my radio 
to windows 7 computer and now can not use edcast

I have not tested icecast in a long time, there may be some issue with the 
icecast specific code - I currently stream to 3 different shoutcast servers 
with no problem, which is why I suspect icecast specific issue

I am streaming to two servers one icecast and one shoutcast.  I tried a
different version of lame.dll and fount that it reacted the opposite, I had
64k set in the stream and it was streaming at 192k  my stream host only
recognized my configuration of 64 , but oddly was allowing the 192 to keep
streaming.  My solution was to use an older version of lame and to use the
November version of Edcast, and it works ok.  I was able to repeat my
problem on various windows7 computers, even the one at church,
