Offset in _new_cases_to_cum_cases seems to be broken

I just noticed that in the example notebook for one bundesland the offset in the timeseries_overview figures seems to be broken.

The offset looked wrong to me so I tried to change the value in the function. Different values do not change the figures!

I could not find the bug in the corresponding functions i.e. _new_cases_to_cum_cases. Maybe someone else can have a look at it.
